Is my cpu fan supposed to turn off in bios?

ok i just finished building a new machine and i was extremely geeked to turn it on and start playing some new games. however i needed first to do the OS install etc. So i turn it on for the first time, all good, i load up bios....takes a long time....bios finally loads. I then think to myself "what fsb is this chip supposed to be stock anyway?" cuz i dunno. then i figure i better check make sure all my fans are runnin since its the first run. cpu fan is off. AH. power off. wtf..turn back on, cpu fan spin up fine, soon as it goes to bios, turns off again. is this normal? Thanks.

disable cool n quiet or cpu throttling

Yes it's normal. Cool and Quiet will automatically throttle CPU speed and fan speed depending on the workload and CPU temperature.
