remove all pci cards, HDs, CDs, DVDs from the mobo. Try to power it up. If you can't get into bios with only the vid card, memory, and CPU plugged in, then it's prolly one of those.
Try removing the motherboard from the case and then power it up. I had an ATX case short out a motherboard one time and it would not boot until I took it out. If it still doesn't let you into bios with the motherboard out of the case and you're sure that you have a good motherboard and powersupply, then I would say it's either the CPU or the memory. I'm leaning more towards the CPU though because most motherboards will beep when there's no memory installed. (assuming you have the speaker pluged in, or there's one on the board.)
