Is my CPU causing stuttering in BF1?

I have an i7-4930k (no OC), 32GB DDR3-1600, and a MSI GTX 1080 Gaming X in my system. I was getting stuttering for the first 10 seconds into the game in campaign mode in the Italian map a a few stutters in another map for the first few seconds at the start of the gameplay. Is it my CPU? Will upgrading to a i7-7700k fix that stuttering?

Sounds like normal behaviour. The Frostbite engine (at least in BF4) would put you in the game but continue to load game assets while you have control of your character, this causes a little stutter until everything fully loaded (sound, textures). I haven't played the BF1 campaign yet but I know it uses a modified or updated Frostbite engine. With 32GB of RAM it may be worthwhile trying DIMMDrive out (look in Steam) to see if you can cache enough of the game into memory which (theoretically) should cut down on the stuttering.

Well, you could overclock the chip and see if it affects the stuttering. That will tell you something.

I would just wait until all is loaded.
Are you running 4 * 8GB?
Make sure your memory is running all channel.

Surprised no one asked what OS OP is running or any software tasks in the background?

Use Perfoverlay.drawgraph 1 ingame to know if its the cpu that causes the stutter.
