is my cell phone screwed up?

I have this phone from LG with Verizon's service and often times the volume is so low when I first receive a call or make a call that I really can't hear what the other person is saying. After several seconds or longer the volume may finally and suddenly shift to a normal level where I can hear them as normal.

Is this normal behavior for a cell phone or is my phone screwed up?

There seems to be no correlation between my signal strength and when this strange volume muting phenomenon occurs.
