Is my celeron fried?

I was putting a 566mhz celeron in a mobo i got off the fs/t forums, and it won't boot. when i took the cpu out to reseat it, i noticed (may have been there before) a tiny bit of an oily substance on the bottom of the CPU. i can rub it off with my finger. now this can't be normal. it doesn't smell like burnt plastic, the and the core die looks perfect. is this a characteristic of a fried celeron? until i get an answer i won't put the CPU back in.

I've never "fried" a chip, so no help there, but.....

I wouldn't hesitate to contact the seller (I assume you just got it), and tell him the story. I ran into a situation like this a few weeks ago when I shipped a P3 chip on the FS/FT that arrived DOA to the buyer. I made the mistake of assuming the chip was good before I shipped. In the end, the buyer was very understanding and I refunded the cost of the chip plus shipping costs.

If you don't have a second system to test it in, you might ask the seller to test the chip for you.

Nonono this is my chip from years ago, it was working as of 2 months ago when I upgraded. The mobo I bought off FS/T which I have not got working yet, but the seller swears it is and I believe him. I'm thinking I f'ed my CPU somewhere.

*edit; i cleaned the die off a little better, one side of it looks a little rough/chipped. i don't know how i did it, but i don't think this CPU is alive anymore..
