Is my CD-ROM drive broken?

I have a 40x CD-ROM drive that I love for its amazing DAE capability. It's been having issues lately with slowing down at ~30min mark and going to 24x CLV mode.

I checked that DMA is enabled
I tried different discs and most discs did 17-40x CAV just fine in the past.

This is what happens now:

I took it apart, cleaned out the internals and tried different position (master, slave, etc ) with no success.

Is my CD-ROM drive failing and what exactly is happening to it?
