is my AthlonXP 2800+ multiplier locked?

I have a Shuttle AN35NUltra which has full overclocking options. I can set the multiplier to anything (11 for example) within the BIOS, but when the machine boots CPU-Z and dxdiag report both report the multiplier as the default 12.5. Does this mean the multiplier is locked? I thought if this was the case the BIOS would not give me the option to change it at all.
