Is my 9800 Pro dead?

I'm having a hell of a time trying to put in my 9800 Pro again, i am certain though now it's not a problem realted to drivers. There's no big artifacts or anything, but just booting up there's some odd colors in different places, kinda like artifacts i guess. It can't boot up, it gets to where it should load my desktop and just goes blank, or reboots. I can get to my desktop and use my computer if no drivers are installed, but i've tried both the ATI and Omega drivers and the same thing happens where it goes blank, or reboots, or both. Always inbetween i uninstalled the drivers correctly before i installed new ones, that is with using driver cleaner and safe mode. I do that a lot so i know i'm doing that part right, i just don't understand why it won't display anything when i get to my desktop.

Any ideas how maybe i could fix it or does it sound like it's dying? I think i had this problem for a while too while trying to get my X800XL installed, so i'm thinking it might not be the card's fault. Something is wrong though. Posting this from another computer.
 
It sounds exactly like what happened to one of mine (it happened to be a powercolor as well) I bought it refurb from newegg... who ever refurbed it was nice enough to put a non-working fan as well as no thermal paste on it. needless to say, it over heated with out me knowing and that's all it would do even after putting a fan that works on it. (and of course some thermal paste)

It would start up, show some wierd characters, go to the windows xp loading screen, right after that it'd die.
 
I guess it's possibly a heat problem, but it's not overclocked and i have an arctic cooler rev 3 on there instead of the default heatsink. I've always had heating problems, but the system is very cool as of now, so i doubt that's the problem.
 
ya usually the GPU gives those kind of problems before dying unless its a heat issue or the fan is genuinally not working.
