"Minister of Information" implies that there is a central authority through which all information must pass (or be approved). So, I believe your question's answer is yes. Here in the US, however, we face a bit of a different dilemma: The consolidation of media companies into a few large conglomerates can easily cause bias in news reporting from major outlets (in other words, how come you never heard about the DMCA or the SSSCA (CBDTPAwhatever) on CNN?)
