Is microsoft licensing a transferable property?

I've read through a lot of internet articles, but Its hard to find a definitive answer on exactly how/if microsoft's Open License 6.0 program allows transferring of licenses. I'm trying to determine if the licenses can be considered company assets (transferable). I'm hoping an IT person here has directly experienced Microsoft's practices in a transfer situation (i.e. real-world application of policy in a property transfer between companies).
 
Microsoft license are not transferable in the sense of you can just hand them over.
If you are an Open license user, you simply true up at the end of the year for how many workstations you have. (this of course only applies to Office and the OS)

if you intend to transfer a system with project, visio, VB, etc then you HAVE to contact Microsoft and get them to license it.
