Just because it's not illegal doesn't mean it's a good idea. Sixteen year olds are not equipped to make good life decisions, and when you factor in the risks of sexual activity, you've got a situation ripe to go horribly wrong.
For the average 16 year old in our society, this is true. However, that is not always the case. The federal law is 16 for a reason for age of consent. As far as 16 years old unable to make life decision, you do know that 16 year olds were ruling countries before? If that's not making life decisions, I don't know what is. Just because not everyone can do it doesn't mean it can't be done.
As a general statement though. Chances are between 16 and 24, the age gap is wide enough that the possibility of things working out into a relationship is VERY slim. Having sex is different depending on how you and that person was raised. If you or them was raised to believe sex is "special" only for "love" or that being naked it bad or something then, it's perhaps not a good idea. If, you were raised thinking sex is just another normal activity two people can do to have if done responsibly... then there's nothing wrong with it.
However, if you think that way, and they don't, forcing your morals or views on sex to someone else IS a bad idea.
Feeling attracton to a 16 year old is quite normal for a guy. Acting on it can be a bit tricky indeed. Not that it can't be done, and be done successfully and have everyone happy as a peach, but it's usually not something that tends to work right in today's western society.
