I live in an apartment by myself and really want to get a dog. I work 40 hours a week, and there'd be no one else at my place during that time. Is it a bad idea to get a dog in this situation?

I'm talking about a small dog, most likely a terrier. I figure that I would be able to provide a better home for an animal that some cage at a shelter

Yes, you probably could provide a better home than a cage at a shelter.

That said, it would annoy the crap out of any neighbors that get to hear its barking, and some people think that it's a bad idea to leave a dog at home for 8 hours by itself. :-

I think I'd probably get a cat, instead. ;)

you should find out if your apartment management allows it. if they do, go for it.

While there's nothing wrong with having a dog in an apartment, leaving it alone all day can be a problem. Some dogs go nuts if they are left alone that long.

he certainly wouldn't be at home to potty train it during the first months..and that requires much time. dogs like a baby the first months..weeks..rapid social development during certain time windows. miss these and u got insaneo dog.
