Is it true that you can only read a CD as fast as it's been written?

No way.

I do know that it can be true for the other way around.
I used to have an older computer standing around with a 2 speed CD-rom , when I made CD's at 4 speed or higher they could not be read by the 2 speed CD-rom when written at 2 speed or lower they could be read.

I've never had a problem like that - I burn at 16x, and it can be read on slower CD drives just fine.

the cd is read at whatever speed your cdrom is.

I could read the newspaper really fast because printing presses are fast.
