A pirate ghost is a ghost that was originally a pirate. So yeah ghost of a pirate
While a ghost pirate is a pirate that was originally a ghost, a ghost first, who later on became a pirate
another example: African American = american that of african descent

So what about Pirate Ninjas? Were they first a pirate or a ninja? Or is it some kind of pirate-ninja school they go to?
