is it true that most of your higher quality cpu fans\heat sinks include thermal grease or paste on them?

my apologies if I've posted in the wrong forum.

I ran a more than cursory search on the site and and was unable to find anything about this.
I've also checked some of the other sites and didn't see it mentioned.
a friend of mine told me this was the case.

also, if it is included, is the paste/grease a good quality?
long story short, if it's already included, why buy it? see?

I thinkk the general consensus is that the preapplied paste will work fine but not as good as the aftermarket paste. I have used both and don't see much of a difference. All worked fine and did their job. My temps never got above what I wanted them to be so I didnt bother recording the differences. The preapplied pads are a b!tch to remove though.
