Is it true eye-drops are a powerful laxative?

That would depend entirely on the ingredients in the eyedrops. There are literally thousands of formulations for eyedrops. It's not inconcievable that at least one of the formulations would have laxative properties. Still, I think it's probably easier just to bake some Ex-Lax chocolate into some brownies. ;)

I assume it would depend on which ingredients the eyedrops contain... not ALL eyedrops are laxative...

After a high school incident where three people died after someone spiked the water container with diuretics i think that these kinds of pranks are stupid...

Laxatives will have the same effect to a lesser extent as all laxatives are also diuretic...
