Is it time to impose a penalty on people who refuse to wear masks in public without social distancing?

People who are refusing to wear masks in public places are screaming free-dumb. Nobody gets to tell me what to do.

States should announce a database of people maskless in public will be compiled and made available to healthcare providers. If you contract COVID-19 you and anyone living with you will not be treated if your face shows up in our database. You can have your so called "freedom" but this point forward there will be responsibility with that freedom.
