That is normally determined by the transmitter.

No, it'd be both, because Bluetooth is a 2-way protocol. They both have transmitters. Dongle pushes signal out to LG Tone, LG Tone pushes a signal back.

How much range do you need?

The bluetooth adapter in my car can pair with my phone while the phone is in my bedroom which is at the other side of the house.

Bluetooth is actually old technology - radio frequency interchange between two paired devices, nominally good for 30 feet. Each device has a transmitter and receiver. Imagine two walkie-talkies communicating. BT is analogous.

Bluetooth is not intended for long distances. It doesn't fare with overlapping Bluetooth connections. It is also designed to be low power. Afaik they don't use any multi antenna designs like wifi does.
