Is it the card or the drivers? (Diamond HD 600 PCIe)

Getting this card to work under Windows 7 Home Premium x64 has been an endless source of frustration for me and I'd really like to fix it. However if there simply isn't a fix I'll just look into getting a card that I can reliably get to work under Windows 7. I've installed the latest ATI Theater Drivers for the card from this link and I haven't had any luck. I've also tried older versions of the drivers and the same issue occurs. What happens is that the card will capture and display video for a while and then at some random point it will stop capturing. The only way to get it to start to capture again is to restart the PC and since this happens on average once every 40-50 minutes I would prefer not to do that for obvious reasons. I'm not seeing anything in the error logs unfortunately. But I'm hoping that somebody has an idea how to get this card to work.

I've tried using NTSC and the S-Video output from my Dish box, same result with either one. I've tried using various software most recently D-Scaler and I've tried using MediaPortal as well as the built in software that comes with 7 HP.

Try gbpvr (or npvr) and see what it does.
If it still does it, then I would guess the card is overheating, or something along those lines.

I tried both npvr and gbpvr with pretty much the same results. They both recognized the card but neither were able to pick up channels. I'm guessing that it's because they were both looking for digital signals and my Dish box is hooked up and sending its signal via analog QAM NTSC. Yes, my card is capable of picking up that signal type but neither program would pick it up whether I scanned OTA or QAM. I don't believe the card is overheating as I have plenty of air circulation going around it and it has empty space to either side along with a pair of fans circulating the air nearby. No way to really tell though since there are no temperature monitors on the card.
