Is it the bios or chipset that decides max cpu-speed?

Wonder if it is the bios or the chipset that limits the maximum cpu-speed. Or could it maybe be any of the two that might put a limit on max cpu-frequency?

it could be the bios, motherboard, chipset, powersupply, cooling, or probably most important, the limit of the processor itself.
