Is it safe to turn over the Power Supply?

In the Lian PC-70 as well as some other cases, the plate on which the PSU rests is solid. Enermax PSU's have a secondary fan on the bottom, so it would blow in vain at that supporting metal plate.

Is it safe to turn over the PSU and use it like that? Can anything malfunction because of that?

It should be okay. Sucking in air upside down is not the best, but better than being stifled by a metal plate.

In desktops, PS's are often sideways. And inside, they have nothing that would move or anything. It's kinda like running a microwave upside down.

PSU's will work fine in any orientation, no problem at all. Well, any way that will prevent exhaust air from recirculating.
