Is it safe to set up a racing harness, without holes in the seats ?

Check your state laws.

As far as safety, as long as the belts are as securely attached as they would be on a stock vehicle, I don't see any reason it wouldn't be at least as safe as stock.

Yes, BUT...

If you are installing the 5/6 point harness for actual track applications, you should consider buying a race seat. Stock seats are not meant to handle the forces that can happen in a track related accident when you are restrained with a harness.

You must also make sure that if you install a harness that it is mounted correctly. If you install the harness without considering the angles of the belts, you could also be injured in a crash.

If you are installing the belts just for looks or for autocross, the race seat comment isn't as important.
