Is it safe to send the 'goods' right away if someone has PayPal'd you money?

I just got a Paypal account a few days ago and haven't yet used it so I don't understand how it works. I auctioned something at Fl3Bay and the person who won is going to pay w/ Paypal. I'm curious as to whether or not it is safe to send the goods as soon as he sends me the money or does the money have to "clear" before it's a valid and complete transaction? I want to ship the item as soon as possible so the dude is happy but I don't want to take any chances of getting screwed over. Also, once it is in my Paypal account, do I then have to transfer it to my checking account before it's available through my bank ( ie- a Shazam machine )?

if he sends u a payment and it appears in your paypal account. Your good to go. If it is an echeck payment, make sure it clears first before you send him his item. Other than that, transfer from a paypal account to your bank account takes about 3 days.
