what does the service tag do?
if thy were trying to sell a laptop that they didn't have and the buyer wanted it this would be one way of getting it. tell them they can get it before they pay but after they win the auction.

Yes it its safe, I would not buy a Dell with out getting the service tag first, and check out the system. I would call and see what kinda of problems the system has had, and use the tag online at Dell.com to see if there is any warranty left.
