Exact address, like a street address? Yes, but the ISP would have to cooperate and they probably wouldn't unless you were some sort of law official with a warrant.

Ive gotten as close as Irving TX. Im trying to track down a thief.

That's a cable service IP. So you're going to need to go through the cable company to get it.
