Is it possible to turn off a USB port through the operating system?

I was thinking if it is possible to turn off or cut the power of a single/multiple USB port through a software or through the operating system?

For example, I have a USB TV tuner, whenever it is plugged in to the USB port it is automatically turned on (the light indicator is on), so I was thinking is it possible to shutdown the power for a single USB port? I know it is possible to "disable" the device connected to a USB port but even if the device is disabled there is still power on the USB port.
 
Power to the USB ports stems from a USB controller that affects all ports. As such, they are not indidually controllable. The easy fix is to unplug the TV Tuner. Should be hot pluggable and unpluggable.
 
Like corkyg said, its all done through the one USB controller.
You could possibly disable that through the device manager, but doing so is not recommended.
