For example if you bought a set of new tires (less than 5000 miles on them) or bought a used car with new tires but don't like them for whatever reason, where can you go to get some credit if you wanted a different set of tires? do any of the big tire chains do anything like this?

It's possible. Some do, some don't. I'd say 5000 miles is too many though. Goodyear, for example, gives you 30 days. And you'd almost certainly have to be the original purchaser.

Yeah craigslist is your best bet... Or a regional section of a car forum for your car if there is a decent community. I have heard of tire shops that buy used passenger car tires in easy to move sizes... But I've never actually seen one.

IF you can locate a tire shop that deals primarily in used tires, they might be interested.

This. Keep in mind that most people looking for used tires just need a single replacement tire and not a whole set, and those are bought by used tire shops for ~$5/ea and sold for $25-35. So you'd be better off going the CL/forums route to find a buyer wanting a whole set. You'll take a pretty large loss on them though unless they're a hard-to-find size.

I went to a local tire shop here that also sells used and they paid me 160$ each for tires that were 250$ each new. They were quality Michelin LTX highway truck tires, about 7K on them. I had my winters on when my truck got totaled, and had the LTX's in storage. Called them up, told them the deal, he said he could do about 165 each, brought them down, remembered and showed him one had been patched, so it became 160 each. Professional, quick as heck, payed in business check.
