is it possible to trace an ip if it has been to a specific website?

I am wondering if there is a online software or any programs that will trace an ip if it has visited a certain website like xanga or msn space(windows live messager blog)?



 
Not really. You would either need access to the web server's logs or the logs for a proxy or firewall (if it's recording that information).
 
No software or program, it is a court order that is needed to subpoena the providers' logs.

 
what are you trying to accomplish? if you are trying to track going forward, there is plenty...a transparent squid proxy running on smoothwall would be dead simple to set up.
