Is it possible to tell Windows not to put tabs side by side?

This particular question pertains to Windows 7, but I have a feeling the later models do it as well.

If I open two spreadsheets, virtual machines, Word docs, etc, the tabs are always placed side by side. Sure I can move them, but not one without the other. The reason I don't combine is because I want the tabs to be separate. But it seems at though the "never combine" option only gets you half-way there.

Has anybody found a way to overcome this?
 
My "never combine" option is working fine. I don't know whats wrong with your device but I think you just need to have the patience and diligence in looking at a solution on the settings.
 
They aren't combining, they just insist on being side-by-side. So whenever you move one tab, the other tab(s) for the application move with it.
