Is it possible to tailor a wool coat and bring it in at the hips downward?

I got a new wool coat (it hits right below the pelvis area). It seems to be made for morbidly obese Americans, it fits me at the shoulders and arms but is entirely too big around the waist. I want to know, is it possible to take a coat in around the hips area, like you would a pair of pants around the waist?

Any competent tailor could do that. Might be costly though, since that's a pretty major altering job.

I have very broad shoulders and a very narrow waist. The average person with a 42" chest has a 36" waist. I have a 31" waist. There is no way that I could have found a coat that fits in the shoulders (giving me freedom of motion) that fits correctly in the waist.
