I was thinking of buying a boat and some scuba gear and some equipment and going waaaay out into the pacific ocean and diving really deep and pushing the dirt up above the water until there were a few square miles of land and claiming it for myself.

Is this possible?

You could probably buy a small island from a poor country for less money and effort...or maybe you can't...I've never tried

Yes its possible TPB is or was going to do this. But a country will come over to you and shoot you till you give up. Or die.

I don't think it is possible because all the land mass in the world is already conquered. The only possibility would be to build a country out on the sea, in the middle of nowhere 20 miles away from any other country's coastline.

According to international law (and the U.N.), a man-made "island" cannot be a separate country.

yes, but what if he bought a soviet black-market nuke, and sat on his island threatening to blow up if anyone tried to invade him. Then, he could proclaim himself a country, and people would have little to say about it.

Who's gonna stop you? You can do whatever the heck you want. Of course, you might get invaded.

Why is there this instant reaction that you'd be invaded? What does anyone have to gain by invading some little plot of land that some nobody moron builds up an declares a country?

but what if that plot of land is the size of a small European country....like many of the Cattle properties in WA and NT in the outback of Australia?

Some of those properties are huge and have a vast amounts of mineral resources.

why not just find an un-claimed volcano?

I dont think your country would survive very long though... you'll have nothing to export, so you wont get much trade.

What if I use explosives to trigger an eruption of an underwater volcano. Could I claim the island formed and declare it a country?

there is a fairly large border around the USA that you are not allowed to start a country - however you CAN go and purchase your own island... some of them are too close to the US to start a country though.
