Is it possible to send text message to a cellphone in another country?

I have internet, cellphone, their email (from their phone company) and skype. Which is the best way to send a message so that they can receive it on their cellular phone? I'm thinking Skype is the best method since it connects to phones. The person in question lives in Japan. Any idea?

I've sent texts to a family member in the UK ... it was a normal text message but ended up costing extra ...

So you sent it from your cellphone? I want to send it from skype.

I've done it back in the day, it didn't cost anything extra back then.

yea, they probably got an email like thing you could send to, like verizon is something like ##########@verizon.net
