Factory reset would only clear settings data, and not roll back the OS.

Which phone? If it came with an older android version you just need to find it on XDA and flash it. They keep all of the older stock ROMs.

Yes, its possible to flash back to an earlier build, but it depends on the phone and it will void your warranty.

Do a factory reset first.

Like everyone one here says, depends on the phone. If it is a Samsung, it is very easy to go back to a previous version using ODIN.
HTC, is a bit harder & probably forget about Motorola.
