good domain registration is transferyourdomain.com. i read through dozens of posts here and on Usenet and most have complaints bout godaddy.com, due to selling emails to spammers, slow and irresponsible customer service, and a variety of fees (transferring your domain later on costs you like $50)

dunno bout running off your comp, sounds like you need a DNS manager like zoneedit.com

not sure if you can get a plan that automaticaly points to your computer- but with free domain registration- you can get the one plan that is 25cents a month and make the page yourself that links to your computer.
