Is it possible to reassign IRQs for PCI devices?

I'm trying to install a new PCI device (Dazzle DVC 2) but I need to assign the card its own IRQ. I tried placing the card in different PCI slots but on my PC but all of the PCI slots seemed to be assigned to IRQ 11. So what I'm wondering is how can I manually force the device I need to use another IRQ number?
