is it possible to o'clock a voodoo 3 without needing xtra fans/cooling?

Voodoo 3's run hot at stock speed. If you just put a small 40mm fan on the heatsink you should be able to get 175MHz. Some will go as high as 190-200. You need to install your 3dfx tools and V3 overclock.

The V3 2000's were excellent overclockers, indeed they did run how but many 200o's could hit the 166/166 of the V3 3000 without any added cooling.
