Is it possible to not allow a user to isntall programs or limit HDD space?

I was wondering if someone could help me out

This is on my parent's computer which is running Vista Home Premium. I get calls from my father about every two weeks asking me if I could come by and fix the computer.

The root cause of most issues is due to my little brother installing weird software/games without thinking twice about it.

I know disciplining him would make all this work unnecessary, but I was hoping if someone could instruct me on how I can limit a user from installing software? Also, is it possible to limit how much data he can store on a drive?

Any help with this is greatly appreciated
 
Control Panel-> User Accounts

Set them all up with standard accounts. That's your first step to cutting off the random programs. Not sure about limiting HD space.
