Is it possible to make a DVD burner just for Macs?

Sure, but why would you want to? You could have it set up that there is a little board in the enclosure that when it gets plugged into a system, queries that system to see what the OS is. If the OS comes back windows, then it will either disconnect itself, or simply not accept any data coming down the line.

I want a DVD burner but I don't want to spend a lot on one. And the ones that work on Macs are more expensive than the ones for PCs.

I use an iRocks 3.5" SATA enclosure with USB out to connect hard drives to my MacBook externally. Then I bought an LG external burner that has worked flawlessly. I spent the extra green to get it pre enclosed because i was lazy.
