Is it possible to load Android on an Atom based Win 8 tablet?

I've decided that Android offers a better tablet experience than MS. I use it strictly for leisure so productivity is not an issue. Win 8 has way too many annoyances to suit me. MS may have designed it for touch screen but as far as I'm concerned, it's a dismal failure.

I'm actually really enjoying my Dell Venue 8 Pro, but I would like to play around with installing Linux on it...that being said, still no progress in that area from what I've read. That's just me Googling every few weeks though.

Maybe try Genymotion? Last time I tried it, it worked pretty flawlessly on my desktop. Its running android from within windows, so battery life wont be anything special. Would love to hear back how it runs on limited hardware like that.

There are some flavours of Android that are native x86, but I doubt there's any solid app support. Anything else is going to be emulated, which means performance will suffer.

possible (aka bare Android on device, not through virtualization)... some devices have it better than others

Chinese device comes preloaded with android+W8 - THBK1-10
Asus T100 - problems with graphics
Dell Venue 8 Pro - problems w/ missing 64-bit UEFI

you could wait for the ConsoleOS as ChronoReverse suggested... i'm waiting, not enough time or resources or knowledge to work on the T100

Depends on the tablet.

MS Surface Pro - Definitely since it's basically a laptop without an attached keyboard.

Dell Venue Pro 8 - theoretically possible, but I don't think anyone has made an Android image that can be booted via 32-bit UEFI. People have gotten the Linux kernel to almost boot last I checked (ie, able to load Linux kernel, but not yet boot completely to a shell).

The tablet in question is a Asus VivoTab Smart ME400. If I could get Android loaded, how crippled would it be compared to a native Android table?

This doesn't really help you at all, but I found out yesterday that Intel had built a Kit Kat x86 build for the XPS 12. Kind of awesome if you own an XPS 12, which hopefully I will in the next few days.
