Is it possible to limit bandwidth per application?

Hello,
Im on a DSL line 1.5mb/256kb throughput. Im using WINXP/Win98 dual boot. I was wanting to limit the bandwidth to certain applications.
Example: I DL alot from newsgroups, but when they are Dling my browsing or any other activities on the net are sent to a snails pace. I want to limit the bandwidth of that particular program to say 100kB. My total bandwitch is roughly 160k, so that will free up a significant amount of the bandwidth for online gaming or browsing.

Mainly i want this for the XP OS, but if its possible to do so within 98 that would be nice too.

not gonna happen on the OS, if you have a good router U should be able to accomplish this, but is probably outside of your budget

It can be done with the default software on OpenBSD 😉
 
Guess DLINK 704 isnt going to cut the mustard huh?

How bout limiting bandwidth for a certain port. Im not sure what ports to limit, but could be found out fairly easily.
