Is it possible to hack a file date modified timestamp

I'm wondering if there is a way to hack the timestamp of a text (or any other kind of) file to roll the timestamp back .

There is. Why would you need to do this?

change the clock on your PC, modify the file, change clock back.

Yes, although saying 'hack' somewhat implies that the date is secure to begin with. If you have access rights to change the date, you can set it to anything you like.
