Is it possible to go from running a 18:40 2 mile to 16:30 in 5 weeks?

i agree with germy boy.
train yourself to run further that way you have the endurance to run the 2 miles faster instead of getting tired at the end.
 
Second the interval training ... it's really the only way to run faster. What we used to do in High school was run intervals on hills .... (well it was a gradual slope then a killer hill at the end .... probably 1/4 of a mile total). 6 of those .... first one under 2:00 minutes then each one you had 5-10 seconds less. Exhausting but effective. After a semester of those I could run a 5:00 mile (5 years and 50 lbs later I can barely run a 9 minute mile)

I can run about 3.5-4 miles in 45 min

those 3 and 4 miles get tough trying to keep your pace up.
 
Yes, yes indeed. The tihing is to stretch before running and after. Set modest weekly goals, too.
And most important: stick to exercising! If you don't train, you won't make it.

This is very true. Although if he is running 9:20 miles right now, running 5 miles is going to kill his joints, connective tissues, and his mind. You just can't step out the door one day and say "Hey, I think I'll start running 5 miles". Yeh, you can do it, and you can do it a couple days in a row, but do it for too long without building a base and you are going to be grounded with injuries.
