It IS possible to have a TV out hooked up to a non-TV out video card. I did it with my Geforce2MX and it worked. What you'll probably have to do is to buy a separate PC-to-TV scan converter module. I don't know the website for it, but I bought a 'Grandtec UltiMate 2000' converter. The way it worked is that the module came with a VGA splitter cable that went three ways: One to the back of your computer (as you would plug in any regular monitor), one to the convertor, and the third one plugs into your monitor cable. From there, you plugged in either a composite or S-video cable into the module, then hooked that into your TV.
This solution will work, but it's in no way superior to having a real tv-out on your card. My main complaints about this setup is that it put the image outputted to your monitor a teeny bit out of focus (once you get used to it you barely notice it), and the image outputted to your TV had a lot of darker shaded colors washed out not looking very good, and the outputted frame rate would sometimes 'skip'.
Considering that the module costs $100 (if you can even find one now) and a Radeon8500LE can easily be found for ~$90ish on NewEgg.com, I personally think you're better off buying a new video card. But to answer your question: Yes, there are ways to get a TV-out put in with a non-TV-out card.
