Is it possible to get a PSU to power a device without connecting to a mobo?

I got a 200mm case fan from a computer case that was being disposed, surprisingly is works!! I have an old extra PSU and thinking about making a fan for my computer table, you know, some nice cool air, on a hot summer day... anyways, the question is, is there a way to get the PSU to power the fan? can I short two pins or something to get it to power up?
 
yes, short 14 (green wire) with 15 or 13 (black), for a 20 pin connector. if 24, 16 is the green one.
