Is it possible to edit CS:S sounds so that others can hear?

Never done any messing with CS:S files. I'm wondering if I can modify sounds so that everyone else hears them. specifically I'm talking about command sounds ( GO GO GO etc...).
Also totally unrelated....Is there a way to assign two keys to the same action? Like if I want both the mouse and spacebar to jump?
