Is it possible to downgrade an iPhone 4s from iOS 8.3 to 7?

Unless you made preparations many months/years ago to be able to do this, no I don't think you can.

No, unfortunately. It hasn't been possible for a long time. Apple digitally signs their iOS releases so once you upgrade, it will no longer accept an older version. This is why the smart jailbreaker never updates until there's an untethered option available.

If it's performance problems you're dealing with, iOS 9 should run a lot better on older devices.

Well, you can. I have downgraded plenty of iPhones before.

But...

You have to have a copy of the iOS7 image (Either in your update storage on your Mac/PC, or look around on the web), and then download a tool to let you force it on. You will also lose all data.

Usually when Apple releases a major update, they leave the signing intact for the previous version for a few days or several days or even a week or so, so you can downgrade.

For example, I upgraded from 7.1.3 on my iPad 2 to iOS 8.0, but then decided iOS 8.0 was too slow and buggy and two days later downgraded back to 7.1.3. However, fast forward a couple of weeks later, and that was no longer possible.

BTW, 8.1.x was OK, but 8.3 is quite slow on that thing.
