Is it possible to customize each forum subsection, like Hot Deals?

I ask this because of all the requests that users put in for 'hot deals.' Most of these that are not in the 'I WANNA' topic get flamed. Wouldn't it be a good idea to have a little bar or piece of text at the top than can notify new users of this? Either to read a FAQ, suggest posting in the 'I WANNA', or even a direct link to that topic.
