Is it possible to configure a decent laptop and desktop computer (w/monitor) for under 1200?

My dad needs a new desktop computer and also he needs something for the road. For the desktop, he pretty much wants a couple of things. First, he has to have a LCD monitor (size doesn't really matter). Second he wants it to be quiet, as quiet as his current 500mhz Compaq (very quiet ~25 db). Third he wants it to be reliable, his current computer is freezing all the time, so I guess plenty of RAM. I can assemble the computer for him, I just want suggestions for parts.

As for the laptop, he wants small and rugged. He will be using this a lot during the day. Speed/graphics aren't a major concern, he'll mainly be doing word processing with it and some Web Browsing. The laptop will probably be banged around a lot, so it needs to be pretty rugged and shock absorbant.

Can this be done? If not, what is the minimum it would cost?

i highly doubt 1200 is possible for a PC and Laptop unless you get a really old laptop...
you can build a decent computer for probably 400$ and depending on LCD 300-whatever i would say...
and a old laptop around 500 or so would do..

I'd say the desktop above is good, but it's pretty easy to find the refurbished Sotec/Averatec laptops for around $675.
