Is it possible to cap a specific program's bandwidth?

I am trying to play CS while using Direct Connect, but DC is sucking up all the upload speed and there's no option in that program to cap the speed.

Is there an external program that will do the trick for me?

Now that would be a cool idea!
If there was a program that would list all open connections, and have a slider for each one, so you could set a bandwidth limit on each currently open connection.

I have never seen one, I think the app has to be written with this built in.

similarly, I would like an app that you can mute or change the volume of just specific applications at a time

I think the only way to do it inexpensively is to have a Linux (Software) router and have it limit the bandwidth by port. Not sure exactly which programs you would use, but I recall seeing something like this a couple of years ago. This can be done in Windows but, you would have to write a custom device driver (not a trivial task).

hrm.. interesting idea, while it wouldnt be exactly what you wanted, as some of the applications could use the same port, thats an interesting way to do it. cisco routers also I believe can set bandwidth rates per tcpip ports

I know if you are running an ftp server using servuftp, it has an option to limit bandwidth. So if you dont want all your bandwidth sucked up by people on your ftp, you can limit it.

I know Gozilla has a slider that lets you adjust how much bandwidth (0%-100%) it uses for d/ling. But Gozilla is also chocked w/ad-ware and probably spyware.
