is it possible to break speed step.. help with my cpu problem

my system specs are in my profile. i have been using speed step on my computer ever since i got it. it is overclocked to 4.5ghz, 1000 fsb. when speed step is on, it idleas at 3.5 and ramps up when i need it. i liked that, because A. it ran cooler at idle, and B. i don't really need it running at 4.5 ghz perpetually. about a week ago, i was trying out different voltages, and settings and such in my bios, and somehow i managed to mess up my speed step. now whenver i restart and run my computer, it runs perpetually at 4.5ghz with a temp of 46-50 degrees regardless of load. i wouldn't mind this, if i didn't see increased instablility and decreased performance. as an example, a 1 million super pi calc was 29seconds when speed step was working, and now when its not working it runs the same calculation at 40 seconds. just for note, when speedstep is enabled it idles at 36 and loads at low to mid forties. then the other problem, is that speedstep will enable itself if the computer is left running for a few hours. then it returns to the increased performance noted earlier. then when i restart, it does the same thing. its a vicious cycle. i was curious if anyone knew what was wrong with my processor, and if it could be fixed, or if i should see if it fixes itself eventually. any help is appreciated.
